What Do Texas’ DPS & DMV Do?

There are two agencies in Texas that handle driver licensing and motor vehicle services:

The DPS handles all driver-related services for both new residents and existing TX drivers, including driver’s license, ID card, and learner’s permit applications, road testing, driving records, and commercial driver’s licenses (CDLs).

The DMV handles vehicle registration and titling services for Texas residents, including license plate applications, motor vehicle reports, and custom license plates. The TX Parks and Wildlife Department is responsible for boat registration and boater education.

As a new resident to Texas, you must apply for a vehicle registration within 30 days and exchange your driver’s license within 90 days of establishing residency in the state. Prior to registration, you must also take your vehicle for an inspection.

The DPS and DMV also have specific licensing and registration information geared toward its military residents and non-residents, in order to accommodate the unique circumstances that military service brings. Non-residents stationed in Texas are not required to get a TX license or registration while serving in the state.

Online and Third-Party Services

The Texas DPS and DMV offer online services through their respective websites.

The DPS’ online services include:

The DMV’s online services include:

  • Vehicle registration renewal
  • License plate purchases
  • Personalized license plates
  • Address changes

You can access many driver licensing forms and motor vehicle forms online. You can also access the Texas Driver’s Handbook online, in addition to the Motorcycle and Commercial driver handbooks.

The DPS and DMV partner with a number of authorized third-parties for tasks such as CDL testing, vehicle inspections, driver education, and motorcycle training and testing.
