What Does Maryland’s MVA Do?

The Maryland Motor Vehicle Administration (MVA) handles all services for drivers in the state, including driver licensing and ID card applications and renewals; vehicle titles, registrations, and renewals; and driving records. The Department of Natural Resources is responsible for boat registration.

When you move to Maryland, you must exchange your driver’s license within 30 days and apply for a vehicle registration within 60 days of establishing residency in the state. Prior to registering your vehicle, you must first have a safety inspection performed at an approved inspection location. Depending on your county, you may also need to undergo an emissions inspection along with your safety check.

The MVA also has specific information geared toward its military residents and non-residents, in order to accommodate the unique circumstances that military service brings. Non-residents stationed in Maryland are not required to get a MD license or registration while serving in the state.

Online and Third-Party Services

The Maryland MVA offers several online services including:

  • Appointment scheduling
  • Driver license/ID card renewal
  • Title and registration applications
  • Registration renewals
  • Replacement titles
  • Duplicate registrations
  • Specialty/personalized plate orders

You can access many licensing and vehicle forms online. You can also access the Maryland Driver Manual online, in addition to the Motorcycle and Commercial driver handbooks. Looking to study for your license exam? The MD MVA offers an online practice test to give you the extra prep you need.

The MVA partners with third-party servicers to handle tasks such as title and tag services, driver education, motorcycle training and testing, and emissions inspections.
